Transferability of Funds between WIOA Adult and WIOA Dislocated Worker Policy

WIOA Dislocated Worker Program and WIOA Adult Program providers may transfer up to and including 100 percent of a program year allocation for either WIOA Adult or WIOA Dislocated Worker between the two programs. The ability to transfer funds between the two programs is intended to give greater flexibility to providers to meet the workforce needs of their local areas. The Minnesota Department of Employment and Economic Development (DEED), on behalf of the Governor of Minnesota, must approve the request. Providers must submit their request and completed forms at least 60 days prior to their contract end date. DEED will provide a response within 10 business days of receiving the request.?
Transfers may only occur between WIOA Adult and WIOA Dislocated Worker funds within the same funding program year. For example, PY2015 funds cannot be transferred to PY2014 funds or vise-versa. Providers may not transfer any funds to or from the WIOA Title 1-B Youth program. The transfer request cannot result in administration costs that exceed 10 percent of the total expenditures for either the Dislocated Worker or Adult grant. Providers may also be required to submit a waiver request if the transfer increases or decreases individual cost categories in either program outside of their established limits (see DEED's Cost Category Definitions and Budget Guidance Policy). Career and training services must continue to be made available to both adults and dislocated workers in the local area.
In order for DEED to approve the transfer request, the provider will need to provide a rationale for the transfer and supporting documentation. The rational must include, at a minimum, the following:
- Information on the employment and service needs of the local area that reflect on the impact of services to populations within the Governor's priorities
- Current labor market information for the local area
- Demographic information on job seekers and customers in the local area
- Alignment with goals of the local plan
- Assurance that transfer of funds will not negatively impact the negotiated performance standards for either program
The requesting provider must submit the following three documents:
1. A "Transfer of Funds Request" Form (click link below to download form)
2. One Dislocated Worker Program budget and work plan modification
3. One Adult program budget and work plan modification
The modification forms (#2 and #3 above) must include a cumulative quarterly participant plan, activity plan and budget plan. These plans must reflect the actual participation numbers and expenditures through the most recently completed quarter and projections through the end of the grant/funding period. DEED program staff will evaluate the transfer requests on a case-by-case basis and will consult with the provider's program monitor as needed.?
If the request is approved, DEED will send a revised Notice of Grant Action to the provider transferring the funds from one program to another. Providers will be required to update their Reimbursement Payment Request (RPR) and/or Financial Status Report (FSR) forms to reflect the new budgets for both programs immediately following the approval of the transfer of funds.?
There is no limit on the number of times a provider may request a transfer of funds in a given program year. Providers are also allowed to request a return of funds to the contributing program as necessary, following the steps outlined in this policy.
