Rochester Community and Technical College Rochester - MN Aviation Pilot The Workforce Innovation and Opportunity Act (WIOA) is a federally funded program of the U.S. Department of Labor in collaboration with the U.S. Departments of Education and Health and Human Service that supports skill development in the workforce.
