Data Collection and Reporting

Summary
Title V of the Older Americans Act (OAA) Amendments of 2006 (Public Law 109-365) and revised SCSEP regulations, May 10, 2004 have mandated a new data collection and reporting system. The Office of Management and Budget (OMB) has approved the new system that became effective July 1, 2004. Program providers are now required to submit individual participant records that contain information about participants, host worksites, and placement with unsubsidized employers.

Policy

The SCSEP has undergone substantial revision as a result of the OAA Amendments of 2006. An increased emphasis has been placed on entered employment and as a result new performance measures have been developed. The new data collection and performance measures are partially the result of the Government Performance and Results Act of 1993 (GPRA), the Common Performance Measures, and the proposed ETA Management Information and Longitudinal Evaluation System (EMILE).

When an individual is selected for enrollment the new data collection system requires the completion of four forms: Participant form, Community Service Assignment form, Exit form, and Unsubsidized Employment form. All Program providers must enter the information from these forms into the Internet based SCSEP Performance and Results Quarterly Performance Report system, which we call Grantee Performance Management System (GPMS). This system stores electronic records at the Department of Labor (DOL), and allows grantees to maintain their records via the Internet. The submission of data from the providers into GPMS is transmitted to DOL by Mathematica, the consulting firm for DOL, no later than the 15th of the month following the end of the quarter.

All program providers must use the provided forms for all new participants and for all participants who are exiting the SCSEP.

Data from the forms will be transmitted to DOL for aggregation and the production of the Quarterly Progress Report (QPR). Providers do not need to submit a QPR as had previously been done. The quarterly narrative however, will still be required.

Program providers are to ensure that all SCSEP activities conform to the regulations and any subsequent Federal or State issued bulletin or policy.
